Can I get it without Carer's Allowance?

Yes. You need to have cared full-time for 6 months, including the first Thursday in June. In that time you can't work or study over 18.5 hours a week. Then apply on form CSG1.

Is it too late for last year's grant?

You can claim a year's grant until 31 December of the next year. The 2025 grant can be claimed until 31 December 2026.
